Two Frameworks, Different Philosophies

QBCC operates under the Queensland Building and Construction Commission Act 1991, using licensed-category thresholds tied to project value. NSW Fair Trading, by contrast, operates under the Home Building Act 1989 with different licensing thresholds and separate licence types for builder, supervisor, and contractor roles.

For commercial aquatic work, the practical difference is this: a QBCC-licensed commercial builder must hold separate NSW Fair Trading registration before signing any contract for work in NSW — regardless of state of residence.
